Impacted Employees
Impacted employees (staff funded by a Sarasota-Manatee budget line) will continue to receive regular updates and support from university leadership.
Additional support is available through our Employee Assistance Program (EAP), which offers confidential support and practical resources to help employees navigate change, manage everyday challenges and access helpful services. EAP services are free, confidential and available 24/7 through Magellan Healthcare.

Transition Options and Processes
Employee Matching Process
HR and university leadership are actively reviewing employee information, available positions, business needs, and potential placement opportunities to identify appropriate matches where possible.
Employee Matching Process
- Inventory available positions
- Review each employee's skills and experience
- Identify preliminary matches
- Review matches with leadership and hiring managers
- Communicate next steps to the employee
- Give the employee time for questions and consideration
- Finalize placement decisions
There are several possible outcomes that appear especially important:
- an employee may be matched to a position;
- an employee may decline a matched position;
- a hiring manager may decline a matched employee;
- or the employee may be needed for the Sarasota-Manatee teach-out.
- Teach-out situations will be handled case by case.
Exception process
If the standard matching process does not provide resolution, the employee will receive
an individual HR consultation, and the exception can be presented to an Executive
Task Force for leadership sign-off.
Exit Incentive Program
USF is planning a voluntary Exit Incentive Program for faculty, staff and administration employees. This information is subject to change until final materials are issued.

*Because teach-out responsibilities, duration, and operational needs may change, employees identified to support Spring 2027 teach-out activities may be offered an amended agreement to defer professional development leave until July 2027. Upon mutual agreement, the employee will continue supporting teach-out responsibilities as required and begin professional development leave in July 2027. Final dates to be confirmed.
Importantly, applying for the incentive is not a resignation and is not binding. It is only an expression of interest. If the employee is eligible and ultimately signs an agreement, the election/resignation becomes irrevocable once the required revocation period expires, except where the final agreement specifically provides otherwise.
Employees who are needed for the Sarasota-Manatee teach-out can still apply for the Exit Incentive, assuming they otherwise qualify. USF can continue assigning them teach-out responsibilities until their professional development leave begins.
For employees following the current draft schedule, professional development leave is anticipated for Spring 2027, and they would remain active with full base salary and benefits through May 20, 2027. Employees who are needed to support the teach-out through Spring 2027 will be offered a later professional-development-leave timeline.

Access Cards
Building access has transitioned to the NCF system and USF-issued access cards no longer open secured doors. If you require after-hours card access and have not been contacted, please reach out to your supervisor. As a reminder, normal operating hours are:
Monday-Friday, 7 a.m. to 10 p.m.
Saturday, 7 a.m. to 7 p.m.
Closed Sunday
